My alliance ran out of R5 and R4, what can we do? What is going to walk us?

After a R5 is offline for 7 days, a R3 or R4 can claim the leadership of the alliance and replace the master by clicking on "replace master" in the alliance members menu.

How do you become R3 if the R5 n R4 are no longer active

Does this only apply if the R5 is active or can they vote to remove the R5 anytime they like
