During the HERO'S DUAL, what is the tiebreaker if two players forget to set up, or deliberately do..

It is my understanding that during the later rounds (eg in the final) if the 2 players draw because they have no troops set up the the winner will be based on the performance in the previous rounds. I.e. whoever did the most damage to previous opponents in the event to get them there.
