How to find out level 6 territory?

The world map is divided into bands or areas circling the center. The outer band (desert) farthest from the center has plots of level 1-5. The next band in has plots of level 5-9. Look for the level 6 plots here.
After this the 3rd band has plots of level 9-12, then the final area closest to the center has 12-16.
