How do I find level 4 territory to occupy?

Levels 1-5 are in the outer, desert, area of the map. Level 4 tiles tend to less common than 1, 2 and 3. but there will be some scattered around. you just have to look carefully. Once you reach level 5 you can move into the next area of the map.

After searching a long time..couldn't found any lvl territory

Searched for days. No level 4 territory found. Found levels 5,9,12. No 4

What does it mean, when you try to occupy a territory and it says ‘ target location not connected or capacity reached’ it keeps saying this for every level 4 close to me
