What is the most cost efficient item to buy in the Alliance Store?
Considering there is no RoC, do I buy the speed ups? Is advanced teleport worth it or should I use gems instead? Is it worth to buy level 1 army recruits?

Don't bother with the recruits.When you are starting out the best thing to buy is the speed ups. This will help you with Hourly challenges and Clash of Provinces events to get more rewards. Gather bonuses are useful for Gathring day.
When your province starts with the RoC event then you will need to buy some rocks (stone) for yourself and also to help your alliance.
