Can we demolish and build alliance centre just before the war starts.. I mean can we relocate to some other location in truce timer to escape from enemy.

Yes you can demolish the AC and rebuild it. You will need stones for this. And all alliance members will need to replace their honor buildings at the new location which will cost them stone as well.
