What's the ratio of loyalty power loss to the distance any idea?

Loyalty is the factor affecting the level of tiles you can take in Reign of Chaos. The tiles are of different levels in different locations on the map with the highest levels near the center. There is no specific relationship with distance though. If this doesn't help please explain your question further.
