How can a r3 change ranking for a member and how do I turn this off?

In my experience, only an R4 or R5 can make these changes. I don’t know of any way to turn this off. If you are an R3, and don’t want that responsibility, ask to become someone who does not have that responsibility. It is alway best to be honest. Also, if they are abusing their responsibility, speak with an R4 or R5.
