Why am I capped at 1M Iron even though I have total storage capacity of 3.1M?

Why am I capped at 1M Iron even though I have total storage capacity of 3.1M? (Inc 'Iron Storage II Lvl 1')

If you have a warehouse capacity of 3.1 million then that will be your cap for production. When the totals get to 1M though the numbers will only change when you reach 1.1M which can take a while so it looks like its stopped.
