How do I upgrade the depo?

There are warehouse or depot buildings for each resource type. You build and upgrade them as normal. Find them in the build menu under each resource type. Once the first warehouse of each resource reaches level 10 you can then build the 2nd, then when that reaches level 10 also you can build the 3rd. (max)

If it is in another alliance then you should be able to attack it. As long as it is not shielded.
