I am not receiving gems from alliance, not receiving balloon, not getting adds for free gems and not..

Not sure if this is all relevant to this game. The balloon (trading float) was changes with a recent update and you can no longer call it when wanted. But it will show up on a schedule and you can see a timer when it will appear next for you.

In the Gift box section you can sometimes watch imperial news for free gems and in the benefits center you can also get some free items each day. There is no option to get free recruits from watching ads. You also do not get gems fro the alliance unless you mean the rewards given out when alliance members reach certain milestones.
