Let's assume the last RoC: Total War of the season is due on this Sunday, and this season of RoC will wrap up the next Sunday (a week after the war phase ends). How long we can continue upgrading honor buildings (say Frontline Workshop)? This Sunday or the next?

I cannot be certain if you can make upgrades at all during the last week but it certainly isn't possible all the way up to the final day. I suspect that you cannot start any new building upgrades once the tallying phase starts (after the last war day Sunday).
