Rise of Empires: Ice and Fire

I get 3 pieces of ROC dragon for free, but my other friends don't get it, can someone explain it?

R4 or R5 can only get roc dragons.

You get them when you declare RoC war on other alliance. If the other alliance declares war on you then they get it

No lol....Both alliances will get ROC shouts delends on no. Of AC's....
