I'm in state 106 but I want to change to 104 can you tell when migration would be possible ..... And..

I'm in state 106 but I want to change to 104 can you tell when migration would be possible ..... And when it would be added in event ?

The province immigration event opens for your state around 21 weeks after the province was created. You can check in the Events menu under Starting Soon to see if it is almost ready for you.

The state migration range is from state 89 to state 104 so you will not be able to migrate there. Migration puts states in a bracket of 16 total.
