An alliance send me an invite. I left my previous alliance. When I push the accept button it says "can not perform this action while at war". What seems to be the problem?

If the Reign of Chaos event is on at the moment then it's possible that the alliance is having an alliance war at that time. This will last for a few hours. During RoC there is also a 24 hour time out from leaving 1 alliance to joining another one.
Hopefully you should be able to join soon.
