How do I promote lower level soldiers to higher level? It used to be in the Military Academy building but that doesn’t seem to work after the last upgrade.

This is done in the Military University building. Your ability to promote troops from certain levels will depend on the research items you have done under basic combat, and the ability to enhance them also needs to be unlocked for each troop type in the troops type research tree.
