What is the purpose of occupying a plot of land/territory with a legion, if they can't use the location as resting point and continue mission after they've regained their stamina? What are the benefits of occupying a plot of land with a legion?

It's purpose is mainly for ROC where it's used to halt enemy advances towords your AC / Honor Structures.

Outside of the Reign of chaos event, occupying land is pointless. unless you want your leave your troops somewhere away from your city so they don't get killed if you are attacked.
During Reign of chaos occupying plots is a main event activity and is used to gain influence and materials to progress.
