I cannot build honor structures around the Alliance Center in the Reign of Chaos event. What do I do?

Seems like a game issue. But check the event listing for Reign of chaos in your events list and see if there are any tutorial / guided steps that the game wants you to complete first, try the season tab. Sometimes you need to follow the initial instructions before it will let you progress. You may also need to place the first buildings in the right order. I think it asks you to build the front line workshop first.
