The only way to move your city is with a teleport item. Random teleports are cheap but you will move to a random position. Advanced teleports let you choose where to go but cost more.

You can earn the teleports from hourly challenges rewards and other event rewards or buy them with gems or alliance contribution points. All of these things are hard to get though when you are new and at a low level.

You may be able to join a stronger alliance who can protect you. If you are able to then an alliance leader may be able to move to a new location and then send out teleport invites to others, only if you have not already used an alliance teleport, which will let you move for free.
