How often are new states made? I would like to time my new account to the creation of a new server, so I could have a head start

New states are created when the current one is full, The best option may be to start a new game now. which will put you in the latest state. Start playing but do not reach level 6. Keep an eye on the world / state map to see when the next state appears and then change state to the newly formed one. Any head start you get this way will be minimal though.
