Looks like you were in a Reign of Chaos (RoC) season, probably first one. With a new season of RoC, each player gets a free specialty reset option which reset your specialization progress and specialty points distribution among the trees. If you're new to RoC, then don't use right now, no points in that anyway. Make yourself familiar with RoC tabs in events menu. And after you have some progress in specialty trees, if you feel like you need to reset, then use that option. But you need to be with an alliance for playing RoC.

With the first season of RoC kicks off, everyone unlocked a new building called Institute of War as you did. It's the special building for playing RoC, but you can explore those options from RoC tabs in events menu as well.
