Where to find user block list, or how to unblock a player in chat?

The blocked users list is found in the settings menu. Tap the 3 dots icon at the top of the expanded main menu on the lower right of the screen to get to the settings Menu.

This is incorrect. You have to click on chat then click the person icon in the top left corner. Them click my friends and then blocklist
