How to merge two alliances if one of the alliance has no members?

I'm not sure I understand, because when alliances merger it is usually where the stronger and active players move to the alliance witht he better research. It seems that if the other alliance only has the one member... they should just quit that alliance and join yours as soon as the wait time is over.
