What is going on when two alliance get merger when ROC started and just built the Alliance Center? Technology? Point? Gift Level?

When a merger completes the losing (annexed) alliance will cease to exist. Its members become part of the winning alliance. All of the old alliances centers will disappear. Members can now place their buildings around the remaining alliances centers. As the annexed alliance closes its tech / points etc are gone too.
