In our alliance, few players Cant change their flag. Going menu/.../ , they get 14 tiles to choose..

In our alliance, few players Cant change their flag. Going menu/.../ , they get 14 tiles to choose from instead of 16 tiles. Flag isn't one of them. Anyone knows how to solve? Because they keep getting attacked in Nap flag. Thanks in advance
