What "cooldown 7 days" means when you purchase a basic specialization reset package?

There are two types of resets. The standard reset can be used whenever you want as often as you want. Then a basic reset. It can be used the first time whenever you want, BUT once you used one you have to wait a 7 day waiting period to use another one. For example, I use them in tandem. I start my season blue right. Then, I use a basic reset to go blue left in order to process a ton of materials quickly in 1-2 days. Once I have cleared my resources, I use the Standard Reset back to blue right. Then upgrade coalition camps.

Can I reset spec points only during season or is it possible to reset between seasons?

During the Reign of Chaos events you will be able to earn honor Exp that will level up your specialty level and gain you specialty points to assign to various skills. Once you have assigned the points you can use the reset items to clear them and assign them to a different set of skills if you want to.
