How can I construct any honour building as I can't see any building except for the resources?

When in "World" (map) tap on "Build" icon (right lower corner).
From the build menu below "Reign Of Chaos" you can choose the buildings you wanna place if some are available (shown by a number in a red circle on top right icon corner).
Each Building is attached to a specific Alliance center (AC).
Workshop I to AC 1, Workshop II to AC 2 etc.
Therefore those buildings are available only after their corresponding AC is built (by R5/R4).

The AC is placed and there are enough rocks for construction but only resources stations are available in the list. 2 0 REPORT
