I am uncertain of the specific requirements but the level of the resource stations that you can place in the world map depends on the level of the alliance research. The more progress the alliance has made the higher the level of plots its members can place.

This isn't correct. I had 2 castle in same alliance. One could make level8 while other only level 7. After moving to alliance with higher research level can only make level 5. 0 0 REPORT
