I'm in state 69 I want to move to state 106 is that possible how would I go about doing it.?

Unless you are still below level 6 (unlikely) then you have to use the province immigration option. It looks like at the moment that province 106 is not open for immigration. You can check which states you can immigrate to buy selecting the Province immigration event in the Events list.

If it does become available for you then you will need to buy immigration tickets to move there and the number will depend on your immigration power. You will have to check when it opens hoe many tickets you need to buy.
