In ROC Season 2 my loyalty 5300 and my troops are T6 but I can't take higher lvl tiles like 12 and above lvl tile. How can I take 12 lvl and above tiles?

Loyalty is needed to avoid extra damage when occupying plots, but you will also need to be able to beat the territory guardian forces in order to win. These get harder as the plot levels increase. It is possible that your current legion strength is not enough.
Keep upgrading until you get T7 troops and add hero skills to let you be stronger and have more troops in the legion.
