Can you tell me more about coalition resource point, those buildings which are built on world map please in detail?

These are the same as the other resource gathering plots that appear randomly in the world map, however you can place them where you want. They cost 50 stone to place each one, you can place up to 2 of each resource type per day.
The level they are when you place them seems to depend on the level of certain alliance technology research. I am not sure of the specific requirements but as your alliances technology progresses the level will raise up to a maximum of 10.

How do I identity them? How are they different from regular resource plants 0 0 REPORT

They are generally no different, however if they are level 8 or above then they are definitely placed by someone. Only level 7 and below spawn normally. If someone places a resource point that is level 7 or below then you cannot tell. They will tend to place them near themselves for gathering though and be using them.
