What are the locked off areas outside the town for?

If you mean the areas with the padlocks around your city walls then these are extra space for your city that you can unlock in a set order to give your self more room to place buildings and spread your city. When you unlock all the buildings it will help to have a tidy and well organised city but it is not necessary to do this.

How do you unlock them? Got the ok to build but have no suitable area. Told to unlock! Help
