If you are on your first season of RoC (beginner) you should focus first on the "Construction Speciality" (the blue tree in the middle). Go always to the left and on the upper path and try to unlock as many "processing queues" as possible (the bigger circles in the middle row).

To occupy higher level tiles you need higher "loyalty". This you only get upgrading the level of your "Coalition Base Camp(s)" and therefore you will need as much materials as possible (crafted in the processing queues of your "Frontline Workshop(s) - the more queues the faster you get material for upgrade).
