Yes, as long as the province immigration event is open for your current state. Go to the event in the events menu and check which provinces you are able to move to. This will cost you money though as you will need to buy immigration items and this may also take time. At castle level 25 you may need to buy several items

Province migration is open for my state but does it matter the strength of my state or my alliance in the other state or once open I can move it. 0 0 REPORT
