How can I collect the abandon camps and the resources outside my boundary area?

The areas that you see outside the walls in your city view will be visited if you send your Workers to 'Explore'. This option becomes available when you reach castle level 12 and lets you send your workers on missions to explore the area and collect a few resources for you.

Yes, am at level 12, and still no option to explore, so not able to send workers to explore. What else is required?

Try extending a road to the edge of an unlocked area outside the walls.
