How can a whole alliance change state?

How can a whole alliance change state? The leader has a button in the alliance management tab about alliance changing state but what is that?

The alliance option will allow the alliance itself to become part of a different state, alliances have a home state where the main alliance actions can take place (some activities cannot be done when you are not in your home state). But all of the members will need to immigrate individually to the new state as well.

If all members of an alliance decide to be in a different state then they can immigrate, if they join a new alliance then the old alliance can be closed but if they want to keep the alliance then the alliance needs to be moved also.

As r5, if I change my Alliance state allegiance how does it affect Roc and COP participation? Migration still needs to take place but while people are getting their tickets to do so can we still participate/be active in roc and cop? And are there any negatives to doing the change? We are in final week of roc S2 and want away from our current state for multiple reasons.
