Can alliances from different states fuse?

I believe that one of the Alliances will need to change state first to do this. An alliance cannot have members allied to 2 difference provinces.

How can a whole alliance change state? The leader has a button in the alliance management tab about alliance changing state but what is that? 0 0 REPORT
