In a new province, if two alliances merge do all members of surrendering alliance join the main. What about the 100 people cutoff?

When a merger completes all members of the surrendering alliance will become members of the succeeding alliance and the surrendering alliance will be deleted.

The merger will only happen though if the total combined number of members is 100 or less.
