What does the option "alliance fusion" in the alliance management tab do? What does it mean to fuse?

I don't have alliance fusion. But I am guessing this is a translation of Alliance Merger. He alliance merger option is to let 2 alliances join together. One alliance will be closed and all members transferred immediately to the other alliance. It is the same result as all members of one alliance leaving and moving to the other one. But it makes it easier to do in one go and with no cool downs.
