How do you get an orange hero for development is money the only way?

The development heroes do seem to be much rarer than the combat heroes (there are less of them as well). But they can still be recruited randomly from recruitment tickets. You can also use the hero tokens to buy fragments in the token shop which may let you get them more easily. Money will help you speed up the process of course.
