Each hero has a cost to station it. Green heroes cost 1, blue costs 3, purple cost 5 and Orange costs 6. Your town hall has a cost capacity which is the amount of cost points that you have available to use to station heroes. Upgrade the town hall to get more cost capacity points. You can see this when you go to the town hall building and tap on the 'Station' option.
Keep upgrading the town hall to let you station more heroes.

It doesn't explain the hiatus that I now have a capacity of 39, but I don't get more than 22 cost placed. A few are green heroes and they don't get replaced by available blue ones after doing a one click reset. 5 0 REPORT

I am playing with two different user id on two different devices. in both games i reached level 10.but in one game i only have 10 cost capacity and other has 20 cost capacity
