In an event, chaos cannot capture the tiles. Writes need adjacent territory. What is it?
In the event you can only occupy a tile if it is next to one of your own or your alliance members tiles. Or next to one of the honor buildings next to the alliance centers.
Find out where your alliance has tiles (try near the Alliance center 1 first) and move there to take tiles.
