NAP is the non aggression policy or no attack policy or similar. the number refers to the number of top alliances that are included.

NAP 10 mean no attacking players in the top 10 alliances, NAP 15 is for the top 15 etc.

Check the rankings in the settings menu to see the top alliances in the province.

So I guess NAP 100 is no one should attack at all?
