Why I cannot use my second newbie teleport for free? It ask me for diamonds

What are you trying to use it for? Newbie teleports are only used to let you change your province. To use them you must go to a new province and tap on a tile in the province map view. Then chose the 'Change Province' option (not teleport). You cannot use them to move within the province you are already in.
