In reign of chaos in specialty active skill can you tell me about it. Is skill permitted or temporary?

I think you mean permanent or temporary. The specialty points that you unlock are permanent. You can reset them and spend them on different skills at any time during doomsday events if you have the reset items. When a new reign of chaos event starts you will keep the already gained specialty points.

In reign of chaos when you unlock an active skill does it stay unlocked after you reset.
