How to get the VIP shop in rise of empires ice and fire?

To build the VIP shop you need to reach level 20. However this does not unlock it for use. To unlock it you need to spend money.
The shop requires 10,000 VIP badges to unlock. These can be bought either in 1 go or as smaller packages. The cost will vary depending on your currency and how you buy them but will be around $100 USD
