How can I create my own Alliance?

You will need to not be in an alliance to start a new one. Make sure you quit if you are in an alliance already. Tap on the alliance menu to see a list of alliances to join but also find the button to create an alliance. If you are below level 6 you will need to pay 200 gems to start one.
