How do I bring the resource protection capacity to millions when my alliance technology research is just in level 1?

The alliance tech protection will always be fairly small. The max I believe is around 500,000
To gain a large amount of protection you need to be Farmer Class. Only Farmers have protection levels in the millions and you need to level up the base to get there.
