Can I change the time when trade balloon arrives, because it's 3AM my time?

The first float will arrive when your game opens after the reset, if you leave the game running then it may drop while you are asleep. If you close your game at night and don't let it activate any data / wifi until you wake up then the float should appear when you open the game in the morning.

This should do the trick but it doesn't always work for me, sometimes the float still seems to arrive in the night. I am not sure if it is a glitch.
