The base troop amount comes from the level of the Training Ground building associated with each legion. Once you then station heroes in the Legion you con increase the troop counts further with their skills.
The first skill in all combat heroes will add troops to the squad (3 squads per legion) that it is leading. Purple and Orange combat Heroes also have a 6th skill called Awaken that increases this troop count even further.

I can't stationed heroes, my training ground is 3, one of them is class training ground. Training ground level 8, 9, 10, please tell step by step.... 0 0 REPORT

You need to research legion in the Research icon. The first one will be Hero Appointment. Once it is done. You can place your hero in the training ground.
